Across the country, 78% of states’ Medicaid beneficiaries, where applicable, were enrolled through a Medicaid managed care organization in 2024.

KFF published the 2024 data showing percentages of the Medicaid population enrolled in managed care. KFF did not consider Idaho to be a managed care organization state, so it was excluded from the nationwide calculation but included in the ranking due to its dual-eligible population. Alabama, Alaska, Connecticut, Maine, Montana, South Dakota, Vermont and Wyoming do not contract with Medicaid managed care organizations, so they were excluded from the ranking.
