Minnesota’s ACA exchange enrollment more than triples from same period last year

MNsure — Minnesota’s ACA exchange — recorded nearly 24,000 individual health plan enrollees since open enrollment commenced Nov. 1, up from the 7,000 signups it saw during the same period in 2015, reports Star Tribune.

The exchange has made headlines as four of the five insurers selling individual health plans on MNsure set enrollment caps leaving enrollees, especially those in rural areas, with a single or two health plan choices. As of last week, Minnetonka-based Medica was the first payer to reach its enrollment cap, according to the report.

MNsure’s market has also seen large premium hikes and insurer exits. Payers selling ACA individual plans in Minnesota were approved average premium increases for individual plans between 50 percent and 67 percent for 2017. Blue Cross Blue Shield of Minnesota announced in June it would stop offering individual health plans on the exchange, affecting about 103,000 individuals. HealthPartners will not sell plans beyond the TwinCities and St. Cloud regions as well.
