Minnesota governor selects senior policy advisor, senator for MNsure board

Minnesota Gov. Mark Dayton (D) chose his senior policy adviser Lauren Gilchrist and state Sen. Kathy Sheran (DFL-Mankato) to sit on the board of directors for MNsure, the state’s health insurance exchange, the Pioneer Press reports.

The appointees will fill vacancies left by former members Tom Forsythe, chief communications officer at General Mills, and Kathryn Duevel, MD, who completed their sessions in May. Ms. Gilchrist and Ms. Sheran will sit on the board for four years.

Ms. Gilchrist was the assistant commissioner at the Department of Human Services and healthcare policy adviser to former Sen. Ted Kennedy (D-Mass.) and Sen. Al Franken (D-Minn.). Ms. Sheran will retire this fall following 10 years in the state senate. She currently chairs the Health, Human Services and Housing Committee and is a retired registered nurse. 

As MNsure gears up for the fourth open enrollment beginning Nov. 1, the exchange faces double-digit premium increases ranging from about 36 percent to 66 percent on individual plans sold on the exchange. In addition, insurers like Detroit-based Blue Cross Blue Shield of Minnesota are pulling back their exchange footprint.
