CMS lifts enrollment freeze on Florida Medicare Advantage plan

CMS has lifted its enrollment freeze on Gold Kidney of Florida after state regulators restored the insurer’s ability to accept new members.

The agency released its intermediate sanction on Gold Kidney’s Medicare prescription drug plan, effective Dec. 15, 2025. The move follows the Florida Office of Insurance Regulation’s decision to permit new enrollments as of that date.

CMS had suspended enrollment in September after FL OIR issued a consent order barring Gold Kidney from enrolling new members through Dec. 15. State regulators found the Phoenix-based insurer failed to obtain required approvals for key executive appointments, significantly delayed mandatory filings, failed to provide required financial documentation and demonstrated substantial gaps between projected and actual financial performance.

At the Becker's 5th Annual Fall Payer Issues Roundtable, taking place November 2–3 in Chicago, payer executives and healthcare leaders will come together to discuss value-based care, regulatory changes, cost management strategies and innovations shaping the future of payer-provider collaboration.
