The Arkansas Insurance Department has approved a strategic affiliation between Arkansas Blue Cross and Blue Shield and Cambia Health Solutions, clearing the deal to take effect Oct. 1.
The two organizations first announced the deal in November. Arkansas Blue Cross joins Portland, Ore.-based Cambia’s portfolio of BCBS affiliates, which includes Regence health plans in Idaho, Oregon, Utah and Washington, along with Blue Cross Blue Shield of North Dakota, whose own Cambia affiliation took effect in February.
Arkansas Blue Cross will keep its local name, board of directors, philanthropic foundation and nonprofit mutual status, with all reserve funds staying in-state. The insurer posted $4.8 million in net income in 2025 and a $226.2 million net loss in 2024.
The deal is part of a broader consolidation wave among BCBS companies amid industrywide financial pressures and competition from large, national insurers. Highmark and BCBS Kansas City closed their own affiliation in March, while BCBS Michigan and BCBS Vermont finalized a similar arrangement in 2023. A proposed $2.5 billion acquisition of BCBS Louisiana by Elevance Health was shelved in 2024 after pushback from policyholders and state officials.
