L.A. Care Health Plan is the largest publicly operated health plan in the nation, serving more than 2.7 million low-income members in Los Angeles County.
The agency's managed care Medi-Cal plan is administered in partnership with Blue Shield of California, Anthem Blue Cross and Kaiser Permanente — it's also the only Medi-Cal plan offered on the state's ACA exchange.
Meet the executive team at L.A. Care Health Plan:
John Baackes, CEO: Mr. Baackes was named CEO in 2015 and has more than 40 years of experience in healthcare. Most recently, he served as president of AmeriHealth Caritas, where he oversaw Medicare Advantage plans. He is also an AHIP board member.
Acacia Reed, COO: Ms. Reed leads all core service operations and joined in 2016 as deputy chief operating officer. Previously, she was director of organizational governance at AmeriHealth Caritas.
Marie Montgomery, CFO: Ms. Montgomery has been CFO since 2016 and previously held financial leadership positions at Centene's Health Net and Harvard Pilgrim Health Care.
Tom MacDougall, CIO: Mr. MacDougall joined in 2018 and is responsible for all technology strategy and delivery. He held executive roles at Optum for nine years.
Noah Paley, Chief of Staff: Mr. Paley joined in 2015 and is responsible for overseeing network operations, communications, community resource centers and government affairs teams. He previously held executive roles at AmeriHealth Caritas and practiced law in Wisconsin and Vermont.
Linda Greenfeld, Chief Product Officer: Ms. Greenfeld joined in 2016 and previously held leadership positions at Blue Shield of California, Health Net and Kaiser Permanente.
Sameer Amin, MD, Chief Medical Officer: Dr. Amin recently joined in December and was previously CMO at Oscar Health. Before that, he was CMO at Elevance Health subsidiary CareMore/Aspire Health's West Region
Tom Mapp, Chief Compliance Officer: Mr. Mapp joined the company in 2016 and was previously vice president of Medicare compliance at AmeriHealth Caritas. He's also held legal counsel and compliance positions at UnitedHealth Group.
Terry Brown, Chief Human Resources Officer: Mr. Brown joined in 2016 after spending most of his previous career in human resource consulting.
Augustavia Haydel, General Counsel: Ms. Haydel provides or arranges legal counsel for the agency's board and senior management. She previously provided legal counsel to Los Angeles-based Watts Healthcare and was an Assistant District Attorney in New York City.

Cristina Inglese, Commercial: Ms. Inglese joined in 2016 and was previously director of product development at Blue Shield of California.
Victor Hurtado, Medicare: Mr. Hurtado first joined in 2007 and held several leadership positions. He became a Medicare executive at Molina Healthcare in 2014, and rejoined L.A. Care in 2020.
Phinney Ahn, Medi-Cal: Ms. Ahn joined in 2003 and has held several positions, including most recently as chief of staff.
