Santa Clara Family Health Plan CEO Christine Tomcala plans to retire later this year after 11 years leading the insurer.
The San Jose, Calif.-based plan’s governing board voted to appoint COO Chris Turner as interim CEO effective upon her retirement in December, the plan said July 24. Ms. Turner has served as COO since 2015.
Ms. Tomcala cited the buildout of the plan’s Medi-Cal and Medicare dual-eligible special needs plan products, NCQA accreditation and the opening of two community resource centers among the accomplishments of her tenure.
The public insurer mostly administers Medi-Cal coverage and had around 295,000 members as of last year. In fiscal year 2025, it posted an operating revenue of more than $3 billion and operating income of $33.2 million.
Santa Clara County voted in 2025 to restructure the insurer’s board and fill a majority of seats with county employees amid decreasing state and federal funding.
