Most recently, Mr. Kipper served as deputy commissioner for operations in the Washington state insurance department. He was Nevada’s insurance commissioner from 2008 to 2010 and from 2011 to 2015, according to a news release.
He has also served as the insurance administrator in Oregon, deputy commissioner in Louisiana, and was senior regional director for state affairs at AHIP.
