Victor Fields will serve as president and CEO of Highmark Wholecare, the insurer’s Medicaid and Medicare dual-eligible business, according to a March 23 news release.
Mr. Fields is taking over for Ellen Duffield, who is retiring June 1. She has led the organization since 2021.
Mr. Fields will oversee Highmark Wholecare, which has 320,000 members. As part of his role, Mr. Fields will manage strategic relationships throughout Pennsylvania, such as with state agencies, vendors and providers, among others.
Mr. Fields was previously the CEO at UnitedHealthcare’s Community Plan of Minnesota. The plan partnered with the state to offer Medicaid benefits until the end of 2024. Highmark’s news release said Mr. Fields has worked on bringing a new entrant into the ACA exchange, Medicaid market and dual-eligible special needs plan market.
