The National Committee for Quality Assurance has named the highest-quality and most-effective health plans of 2025 based on nearly 50 factors that include patient experience and clinical performance.
The ratings were released Sept. 16 and draw on 2024 data from commercial, Medicare, Medicaid and ACA plans that reported their HEDIS and CAHPS scores to the NCQA. NCQA accreditation status was also factored in. Plans were rated on a zero-to-five-star scale. In total, 998 plans received a rating. Read more about the methodology here.
Just as in last year’s report card, no Medicaid plan received five stars, but 14 earned 4.5.
