Connecticut Comptroller Sean Scanlon is establishing AI safeguards for the State Employee Health Plan and Partnership Plan.
The protections, announced Sept. 16, will cover more than 270,000 members on the plan Mr. Scanlon oversees. The policy prevents adverse determinations and carrier downcoding driven solely by AI. Other pillars include the secure protection of state health plan member data — prohibiting its use for model training and development — AI communication disclosures and transparency audits.
“Next year I hope to work with the legislature to put these in place for all Connecticut residents,” Mr. Scanlon said, referring to all state-regulated insurance plans.
Under the policy, authorized contractual and automated claims protocols are still allowed.
Connecticut’s protections align with other states’ policies. Related laws in Colorado, Georgia and Utah will go into effect in 2027. Connecticut’s update comes amid warnings from AI firms concerning the technology.
