The state of Medicare Advantage enrollment in 2025: 6 notes

The percentage of eligible Medicare beneficiaries enrolled in Medicare Advantage plans rose to 54% in 2025, but the pace of the increase in enrollment slowed in 2025, according to a July 28 report from KFF. 

Six things to know: 

1. 34 million Medicare beneficiaries (54%) are enrolled in MA plans in 2025, up from 33 million (53%) in 2024. 

2. MA enrollment grew 4% between 2024 and 2025, compared to 7% the prior year. 

3. 21% of MA enrollees are in special needs plans in 2025. Nearly half (48%) of the total increase in MA enrollment between 2024 and 2025 was among SNPs, up from 42% during the prior year. More than 80% of SNP enrollment is in plans designed for beneficiaries who are dually eligible for Medicare and Medicaid. 

4. UnitedHealth and Humana together account for 46% of total MA enrollment in 2025. UnitedHealth accounts for 29% and Humana accounts for 17%. 

5. UnitedHealth gained the most beneficiaries in 2025, adding 504,542 beneficiaries. Elevance gained the second most, adding 249,251. Humana enrollment decreased by 296,577.

6. The Congressional Budget Office projects that 64% of all Medicare beneficiaries will be enrolled in MA plans by 2034.
