Blue Cross Blue Shield plans accounted for around 30% of Medicare Advantage enrollment growth in 2025, according to an analysis from Chartis.
The healthcare consulting firm published a report analyzing CMS Medicare Advantage enrollment data March 25.
Overall, MA growth slowed in 2025 compared to previous years. The program added 1.3 million members, a 3.9% increase from 2024, when enrollment increased by 7% year over year.
Blue Cross Blue Shield and nonprofit plans accounted for 45% of enrollment growth in 2025, a higher share than previous years. Previously, these plans accounted for around 15% of enrollment growth, according to Chartis.
BCBS plans added 400,000 MA members for 2025. Here are the five plans that saw the largest growth:
- Blue Cross Blue Shield of Michigan: 80,000
- Highmark: 58,000
- Horizon Blue Cross Blue Shield: 56,000
- Blue Cross Blue Shield of North Carolina: 33,000
- Blue Cross Blue Shield of Minnesota: 23,000
