Payers seek double-digit exchange rate hikes for 2026

Many insurers are asking for double-digit rate increases in 2026 for the individual and small group exchange markets as they face a potential expiration of enhanced premium tax credits and rising costs.

  • Six Minnesota insurers’ proposed 2026 individual rates average out to a 15.2% increase, and eight insurers’ small group market proposed rates average out to an 11.6% increase

  • Two Rhode Island insurers proposed 2026 individual average rate increases that range from 21.2% to 28.9%. Three insurers requested average increases for the small group market ranging from 20.3% to 22.2%.

  • Eight Massachusetts insurers’ proposed 2026 individual and small group market rates average out to a 13.4% increase, the Massachusetts Division of Insurance reported.

  • Eight Connecticut insurers’ proposed 2026 individual and small group market rates average out to a 17.8% increase for individual plans and a 13.1% increase for small group plans, the Connecticut Insurance Department reported.

  • Maryland insurers’ proposed 2026 premium rates for individual and small group markets reflect an average increase of 17.1% for individual plans and 5.5% for small group plans, the Maryland Insurance Administration reported.

  • Fourteen insurers in Washington’s 2026 individual market have requested an average rate increase of 21.2%, the Office of the Insurance Commissioner reported.

  • Five insurers in Oregon’s 2026 individual and small group health insurance markets have submitted proposed rate increases averaging 9.7% for individual plans and 11.5% for small group plan, the Division of Financial Regulation reported.

  • Two insurers in Vermont have submitted proposed rate increases for 2026 individual and small group health insurance plans, the Green Mountain Care Board reported. BlueCross BlueShield of Vermont is asking for a 23.3% increase for individual plans and a 13.7% increase for small group plans. MVP Health Plan is asking for a 6.2% increase for individual plans and a 7.5% increase for small group plans.

  • In New York, insurers have requested rate hikes at 13.5% for individuals and 24% for small groups, Buffalo Business First reported.
