Gov. Dayton critiqued the ACA in mid-October, saying the health law is “no longer affordable to increasing numbers of people.” Minnesota insurers were approved average premium increases for individual plans between 50 percent and 67 percent for 2017, the fourth highest nationwide.
The governor stressed the lack of time before open enrollment as a reason for a quick resolution. He suggested state legislators allocate $313 million originally designated for the state’s reserve fund toward premium relief, according to the report.
