Florida Medicaid expansion campaign sets sights on 2028 ballot

Medicaid expansion campaign Florida Decides Healthcare relaunched efforts to collect signatures, now for the 2028 ballot, according to a Feb. 1 news release shared with Becker’s.

The proposed amendment would boost Medicaid eligibility for those between ages 18 and 64 whose incomes are at or below 138% of the federal poverty level.

The campaign is moving to a digital platform, prompting Florida voters to request a petition through the campaign’s website that will then be mailed with a prepaid return envelope. The group said it is collaborating with more than 100 grassroots organizations to share the link.

“This campaign has always been about giving Florida voters a choice,” Florida Decides Healthcare Executive Director Mitch Emerson said. “Floridians overwhelmingly support Medicaid expansion, and starting Feb. 1, we’re getting back to work in communities across the state to make sure their voices are heard.”

Florida Decides Healthcare said the efforts come at a pivotal moment, as ACA subsidy cuts reshape who maintains marketplace coverage. Florida was among the top states to face federal funding and healthcare job losses as the subsidies expired.

In 2024, Florida Decides Healthcare originally sought $12 million to support its 2026 campaign. The group said state law HB 1205 interfered with earlier signature collection efforts, calling the changes “unconstitutional hurdles.” The 2025 law established stricter parameters for petition activity, limiting signature collection and raising liability for sponsors. The campaign said it is taking legal action to overturn HB 1205, with the trial set to start this month.
