Louisiana’s Office of Group Benefits is cutting back its reliance on CVS Caremark as its pharmacy benefit manager for state employees, according to Sept. 18 meeting documents.
Liviniti and SilverScript Insurance Co., under CVS Health, are now forging emergency contracts with Louisiana to cover employees and retirees for 2026. As of next year, Liviniti will provide services for the commercial plan, while SilverScript will provide services for Medicare Part D/the employer group waiver plan.
The contract change comes as employers are increasingly skeptical of the Big Three PBMs, and turn toward “transparent” PBMs.
Louisiana Attorney General Liz Murrill has filed three separate lawsuits against CVS Health and Caremark this summer, claiming the companies “drive the independent pharmacists out of business” and have inappropriately used patient data, she said.
Last year, Congress launched an antitrust investigation of CVS Caremark to explore the PBM’s relationship with independent pharmacies. A letter from the House Judiciary Committee to CVS Health CEO David Joyner expressed concerns over whether CVS was limiting patient access to innovative services from companies other pharmacies collaborate with.
