KFF: At least 1 in 5 insulin users would benefit from $35 cap

A March 24 report from the Kaiser Family Foundation found that at least 1 in 5 insulin users with private health insurance would benefit from a proposed $35 out-of-pocket spending cap.

Four things to know: 

1. KFF’s report analyzed claims from 2018 using CMS data for the individual and small-group markets and the IBM Health Analytics MarketScan Commercial Claims and Encounters Database for the large-employer market.

2. Twenty-six percent of individual market enrollees, 31 percent of small-group enrollees and 19 percent of large-group enrollees paid more than $35 per month on average in out-of-pocket insulin costs. 

3. Low-income ACA Marketplace enrollees receiving significant cost-sharing assistance were less likely to have out-of-pocket costs averaging more than $35 per month. 

4. For those who paid greater than $35 per month, the median monthly savings for individual market enrollees would be $27. For both small- and large-market enrollees, the median savings would be $19.
