The Health, Insurance and Environment Committee passed the measure on a party-line 6-5 vote Friday. The bill, HB17-1235, would establish a financial relief program for individuals and families allocating more than 15 percent of their household income toward premiums for individual health plans but ineligible for subsidies under the ACA. The program, if approved, would run from July 1 through December 31, 2018.
The amount of financial assistance individuals and their families would receive is calculated based on the premium cost for the lowest-cost bronze health plan on the exchange, minus an amount equal to 15 percent of the individual’s or their family’s income.
Under the bill, the Colorado health benefit exchange would manage the program if counties choose not to administer it. The estimated cost of the bill is $13.2 million for fiscal year 2017-18, according to Aspen Daily News.
Colorado’s House Appropriations Committee will see the measure next.
