The special enrollment period was announced in a September 2021 final rule. It applies to people whose income is below 150 percent of the federal poverty and who do not qualify for Medicaid or the Children’s Health Insurance Program.

The move aims to provide low-income consumers with increased access to affordable plans. Those qualifying for the special enrollment period are eligible for Advance Payments of Premium Tax Credits, meaning they have access to plans with low or no premiums.

At the Becker's 5th Annual Fall Payer Issues Roundtable, taking place November 2–3 in Chicago, payer executives and healthcare leaders will come together to discuss value-based care, regulatory changes, cost management strategies and innovations shaping the future of payer-provider collaboration.
