Democratic Gov. Gavin Newsom signed the law July 9. The $98 million legislation aims to cover about 100,000 undocumented immigrants age 19 to 25 who are eligible for California’s Medicaid program, Medi-Cal.
Mr. Newsom plans to fund the coverage expansion by restoring the ACA’s individual mandate. Under the mandate, California residents without insurance could face a state tax penalty.
President Donald Trump recently spoke out against the legislation, calling the law “unfair” July 1.
