U.S. News used CMS star ratings data and more than 30 quality measures from the agency to calculate the ratings. The named carriers also have 1,000 enrollees or more in at least 10 separate states. U.S. News consulted with Medicare experts to weigh the most important quality measures for beneficiaries, applied those weights to the CMS data, and then adjusted for enrollment.
