Texas saw the largest increase in bronze ACA plan enrollment from 2025 to 2026, while West Virginia saw the largest decrease, according to CMS data analyzed by KFF.
Bronze plan enrollment grew 26% nationally, from 7.3 million to 9.2 million, even as total ACA enrollment fell 5% to 23.1 million in 2026. Overall, the share of ACA enrollees with bronze plans increased from 30% in 2025 to 40% in 2026.
Some state-run marketplaces have reported a correlation between rising ACA premiums following the expiration of enhanced tax credits and enrollees downgrading to bronze plans.
