There will be at least five new carriers on ACA marketplaces in 2027, despite the continued pressures facing the wider market.
Nationally, insurers have proposed a median 14% rate increase for 2027, the second straight year of double digit hikes. Total marketplace enrollment stood at nearly 19.2 million in February, down 12% from nearly 21.8 million at the same time last year. Several insurers have announced exits from the exchanges nationally or in specific states after the 2026 plan year amid the declining enrollment, rising premiums, a deteriorating risk pool and the expiration of the enhanced subsidies at the end of 2025.
Even as some carriers retreat, the entrants moving in for 2027 include some Medicaid-focused plans betting that continuity of care for members cycling between Medicaid and the exchange is a differentiator in the market.
Five payers entering ACA markets in 2027:
1. CalOptima Health is joining the California marketplace
2. Colorado Access is joining the Colorado marketplace
3. Aspirus Health Plan is joining the Minnesota marketplace
4. AmeriHealth Caritas is joining the Indiana marketplace
5. Antidote Health is joining the Texas marketplace
