More than 24 million individuals enrolled in individual coverage through federal and state marketplaces during the 2025 open enrollment period.
According to CMS data published May 12, 24.3 million people enrolled in ACA coverage in for 2025, a 13% increase from 2024.
Here are five things to know:
- The final enrollment figure is another record high for the exchange market. Increased federal subsidies have doubled the markets’ enrollment since 2021, according to KFF.
- Funding for enhanced subsidies is set to expire at the end of 2025. A proposed reconciliation package would not extend these subsidies. If adopted, the Congressional Budget Office estimates that 8.6 million more people will be uninsured by 2034, between cuts to Medicaid and ACA funding.
- Nationwide, 12.8 million more people are receiving enhanced subsidies compared to 2020.
- The number of new and returning customers selecting new plans on the marketplace declined in 2025, according to CMS. However, the number of beneficiaries auto-enrolled in their existing coverage increased by 65%.
- In 2025, 17.1 million consumers enrolled in individual coverage through the federal marketplace, while 7.2 million enrolled through state-based exchanges.
