2M of 12M ACA health plan enrollees didn’t maintain coverage this year

While 12.2 million individuals enrolled in a health plan through the ACA exchanges in 2017, only 10.3 million individuals paid their first premium as of March 15, according to CMS’ 2017 Effectuated Enrollment Snapshot.

In March 2016, 11.1 million individuals paid their first premium after enrolling in a health plan through the exchanges, compared to the 12.7 million that enrolled. 

CMS said exit survey data showed 46 percent of members who canceled their 2017 health exchange coverage made their decision based on cost. On average, 1.5 million enrollees who ended their coverage paid $209 a month in premiums compared to $150 a month for 8.1 million consumers who had an active plan selection as of April 25.

Exit survey data also found 49 percent of enrollees who canceled their plans gained coverage through another source, like their employer or Medicare.

CMS concluded “higher premiums and ineligibility for financial assistance combined with limited health plan choices caused some consumers to cancel or terminate coverage. However, other consumers including those with and without financial assistance, left the exchanges for other reasons, including obtaining a job with an offer of employer-sponsored insurance.”
