20 payers requesting the largest raises for ACA premiums in 2025

New York state residents will see some of the largest premium increases on the ACA marketplace in 2025, according to an analysis from Peterson-KFF.

In 2025, 324 insurers are offering ACA coverage across all 50 states and Washington, D.C. Among them, the median proposed premium increase is 7%, similar to 2024.

The proposed rates are preliminary and could change during rate review processes, but states are currently finalizing rates.

In their rate filings, insurers mentioned inflation, and the increased usage of weight loss and other specialty drugs as trends that are influencing premiums. Lingering COVID-19 costs and Medicaid redeterminations are having little effect.

  10. UnitedHealthcare Oregon: 23.3%
  11. Cambia BridgeSpan Health (Washington): 20%
  12. Capital District Physicians Health Plan (New York): 19.8%
  13. Moda Health Plan (Alaska): 19.6%
  14. MVP Health Plan (New York): 19.6%
  15. Excellus BCBS (New York): 19.5%
  16. Priority Health (Michigan): 18.9%
  17. Regence BCBS of Utah: 18.5%
