12 states providing health coverage to noncitizen immigrants

Several states have expanded Medicaid or other state-funded coverage options to noncitizens, according to an analysis from KFF published July 26. 

Lawfully present immigrants may qualify for Medicaid or CHIP, but can face long waiting periods and other barriers to coverage, according to KFF.

These 12 states and Washington D.C., provide Medicaid or CHIP to income-eligible children, regardless of immigration status: Oregon, Washington, California, Colorado, Illinois, New York, New Jersey, Massachusetts, Vermont, Connecticut, Rhode Island and Maine.

Five states have extended state-funded coverage to adults regardless of immigration status: Oregon, California, Colorado, Illinois and New York, and Washington, D.C. 

Some states have also opted to extend Medicaid coverage to pregnant individuals irrespective of immigration status. 

In December 2022, Washington became the first state to extend ACA Marketplace coverage to noncitizens.
