For the third year in a row, health insurers in Minnesota saw 2016 premiums fall short of expenses for health plans not affiliated with Medicare or Medicaid, according to the Minnesota Council of Health Plans.  

The percentage of Americans without health insurance increased to 11.3 percent in the first quarter of this year, a slight change that may be partially attributed to the uncertainty surrounding the ACA, according to a recent Gallup report.

Standard & Poor's Financial Services predicts health insurers selling plans on the ACA individual market will be close, on average, to breaking even this year, if lawmakers don't significantly change the individual market.
