Jay Ludlam transitioned from his role as deputy secretary of North Carolina Medicaid to serve as plan president of Molina Healthcare of Missouri, according to an April 16 news release from Molina.
A LinkedIn post from Mr. Ludlam and a February update from NCTracks, the state’s Medicaid information system, also confirmed the departure and said he is “stepping back from government service.” The NCTracks update added that Mr. Ludlam previously worked on the state’s 1115 waiver, the launch of standard plans and Medicaid expansion.
Mr. Ludlam’s LinkedIn page said he started his new position in March. Melanie Bush, former assistant secretary of North Carolina Medicaid, is acting as interim deputy secretary.
Earlier in his career, Mr. Ludlam worked at Aetna’s Missouri Medicaid plan, which was then acquired by Wellcare, now owned by Centene. Amid the Centene deal, Wellcare sold Missouri Care to Anthem.
