Duke University researchers urge North Carolina Medicaid, Medicare integration

As North Carolina shifts its Medicaid system to managed care, Duke University Margolis Center for Health Policy researchers recommend the state integrates care for dual-eligible beneficiaries to the most comprehensive level possible.

Dual-eligible beneficiaries are Medicare recipients eligible for Medicaid on the basis of income or other factors.

A report from Margolis Center researchers, published Oct. 24, describes opportunities for creating person-centered care to serve dual-eligible populations with complex needs.

Other states are pursuing Medicaid-Medicare integration, including California, which has an Office of Medicare Innovation and Integration.

“Too often in healthcare we do not focus on what really matters to people, especially the most vulnerable,” Mark McClellan, MD, PhD, director of the Duke-Margolis Center, said in a news release.

“Developing new person-centered approaches to delivering and financing care for dual-eligible beneficiaries, like the recommendations offered by the Duke-Margolis team in this paper, will help improve health and healthcare for this important group across North Carolina,” Dr. McClellan said.
