Kansas Medicaid contract talks halted despite governor’s objection 

Kansas’ Medicaid contracts won’t be negotiated until at least Jan. 31, 2023, after state lawmakers overrode the governor’s attempt to resume the talks, the Kansas City Star reported May 23.

The state’s private Medicaid system currently contracts with Aetna, Sunflower Health Plan and UnitedHealthcare. Gov. Laura Kelly’s office was expected to begin negotiating new contracts in the fall, but the state legislature passed a bill that blocks all requests for proposals for managed care organizations administering KanCare until 2023. 

Ms. Kelly vetoed that legislation May 13, but Republican supermajorities in the House and Senate overrode the Democratic governor’s veto May 23, according to the Star

Republicans favored the delay because it means that a Republican governor could negotiate the new contracts if the party’s gubernatorial candidate wins the November election, according to the report.
