Payers pitch 2027 ACA rates: 7 updates

Rate season for individual market coverage in 2027 is underway, with several states releasing insurers’ proposed premium filings. The bulk of state filings are not expected to be publicly available until later this summer.

Seven updates:

  1. Washington D.C. regulators announced proposed 2027 rates on June 8. In the individual market, Kaiser Permanente proposed the largest increase at 10%. In the small group market, UnitedHealthcare proposed the largest increase at 25%.

  2. Maine insurers filed proposed 2027 rates on June 8. In the individual market, the weighted average requested increase was 16.8%, led by Maine Community Health Options at 20.9%. In the small group market, the weighted average request was 15.7%, led by Maine Community Health Options at 25.2%. Mending Health (formerly Taro) exited the market for 2027.

  3. Connecticut released rate request filings for 2027 on June 5. In the individual market, Anthem requested an average increase of 12.8%, and Molina’s ConnectiCare requested an average increase of 22.7%. In the small group market, Anthem requested an average increase of 17.4% and UnitedHealthcare requested 18.9%.

  4. Vermont insurers filed the earliest proposed rates in the country, requesting an average premium increase of 6.5%. BCBS Vermont said its average requested increases were the lowest in five years: 3.1% for small group and 5.2% for individual. MVP Health Care proposed average rate hikes of 9.1% for small group and 7.8% for individual. A decision will be made on the rates in August.

  5. Thirteen insurers in Washington state have requested an average individual market rate increase of 22.4% for 2027. The state said it will complete its review in September. 

  6. Eight Massachusetts insurers have proposed a 12.9% average increase for 2027 in the state’s merged market (individual and small group). Fallon Community Health Plan proposed the largest increase at 25.7%. The state will issue a final decision in August.

  7. Several insurers have already announced total exits from the individual market for 2027, including Cigna, Providence Health Plan, Baylor Scott & White Health Plan, and PacificSource.
