Oregon’s Legacy Health, Regence BCBS face looming contract expiration

Portland, Ore.-based Legacy Health will be out of network with Regence BCBS — which falls under Cambia Health Solutions — as of April 1.

Regence said commercial, individual and Medicare Advantage plans are affected.

Hospitals and some clinics may stay in network for another year. Regence’s website said this extended access was enabled by a special provision in their contract. 

Both organizations confirmed ongoing negotiations to Becker’s. Regence said Legacy is looking for a 22% rate increase over a two-year period.

“As a not-for-profit health insurer, if Regence agreed to these terms, it’d directly increase healthcare costs for local businesses and consumers who receive care at Legacy facilities,” a March 20 statement from the insurer said.

Legacy said it experienced a steep rise in costs since the pandemic. On an online FAQ, Legacy said expenses increased 47% from 2021 to 2025.

“We rely on our partners, like Regence, to carry their fair share of those increases,” a March 20 health system statement said.

The current negotiations do not encompass Silverton facilities.
