ACA enrollment falls 8% in Minnesota

Minnesota’s ACA exchange, MNsure, saw an 8% drop in private health insurance enrollment this year, according to a Feb. 10 news release.

When the annual enrollment period ended Jan. 15, 139,251 Minnesotans had 2026 coverage through the exchange, versus 151,512 in 2025. MNsure CEO Libby Caulum blamed the expired ACA enhanced subsidies for customers “who felt priced out of the marketplace.” Plan-switching increased 87% among enrollees as well, with most changing to a less expensive choice.

The exchange’s help line also had a 29% increase in reachouts, with 165,000 customer calls. The marketplace’s website had record-breaking traffic, along with an increase in clicks for “Financial Help” pages.

Overall, ACA enrollment dropped to 23 million for 2026, according to Jan. 28 CMS data. While Texas and New Mexico saw gains, North Carolina, Florida, Ohio, West Virginia, Indiana, Delaware and Arizona all reported declines.
