University of Utah Health Plans names part-time CFO

Salt Lake City-based University of Utah Health Plans has named Michael Hales CFO, effective Jan. 1.

Mr. Hales will lead the financial, actuarial and Medicaid strategy for the health plan, while continuing in his current role as associate executive director of government healthcare programs for University of Utah Health. He will serve part time in the CFO position.

The dual role is designed to strengthen alignment between Medicaid strategy, finance and systemwide planning, according to a Jan. 15 news release.

Mr. Hales brings more than 30 years of healthcare experience to the position, including more than a decade leading Utah’s Medicaid and Children’s Health Insurance Program. In his current role, he advises on Medicaid and Medicare initiatives across the state.

“Michael’s leadership and deep understanding of government healthcare programs make him exceptionally well-suited to this role,” Chad Westover, CEO of University of Utah Health Plans, said in a Jan. 15 news release. “His appointment strengthens the connection between our health plans and the broader health system, ensuring thoughtful financial stewardship and strong alignment with U of U Health’s long-term goals.”

As CFO, Mr. Hales will focus on financial planning, performance oversight and strategic coordination with University of Utah Health leadership to support access, quality and value for members.

“I’m honored to step into this role and contribute to the continued strength of University of Utah Health Plans,” Mr. Hales said in the release. “This shared structure allows us to align financial strategy with broader system priorities and better support the communities we serve.”
