The risk adjustment program requires payers with healthy populations to issue payments to other insurers with less healthy populations to level the financial playing field.

BCBS of Massachusetts received $40.8 million in risk adjustment payments for 2015 in June and contested that amount. State officials told the insurer Monday they would grant the payer’s request and issue the remaining $40 million in its risk adjustment payments for 2016, according to the report.
