6 statistics about the off-exchange individual insurance market

Often individual health plans on ACA exchanges are spotlighted. To holistically understand the individual market, a look at individual health plans sold off the federal exchange is warranted.

A Robert Wood Johnson Foundation report published in Health Affairs found over a quarter of ACA-compliant individual plans were sold exclusively off the federal exchange. 

Below are six statistics about off-exchange individual health plans.

1. In 2016, more than 13,488 ACA-compliant individual market products were offered only off the federal exchange.

2. While about 65 percent of on-exchange individual products were silver plans, off-exchange plans were twice as likely to be a lower or higher level, like bronze or gold.

3. Twenty-five percent of off-exchange plans were gold or platinum level, compared to 12 percent of on-exchange plans. 

4.  More than 50 percent of off-exchange individual plans were preferred provider organization or point of services plans. Comparatively, only 36 percent of on-exchange products were PPO or POS.

5. Off-market individual plans on average had higher unsubsidized premiums than on-exchange products. An on-exchange silver monthly premium was $279 compared to $314 for off-exchange plans. 

6. The average off-exchange silver products sported deductibles of more than $3,200, compared to more than $2,000 for on-exchange products.
