Alaska saw the highest growth rate in Medicare Advantage of any state in 2025, according to a new analysis published by consulting firm Chartis.
The report, published March 25, analyzed MA enrollment data from CMS. Overall, national MA enrollment grew by 3.9% from 2024 to 2025.
Growth in MA enrollment slowed compared to previous years. In 2024, enrollment grew by 7%.
The states with the highest MA enrollment growth rates previously had low penetration overall. In Alaska, just 2% of Medicare beneficiaries are enrolled in MA. In Wyoming, 18% of Medicare eligibles are enrolled in MA.
Vermont was the only state to see a decline in Medicare Advantage enrollment for 2025, with a 5% decrease.

- Wyoming: 18%
- Maryland: 9%
- North Dakota: 8%
- South Dakota: 8%
- Idaho: 7%
- Utah: 7%
- Delaware: 6%
- Mississippi: 6%
- North Carolina: 6%
- Washington, D.C.: 6%
