CMS Dialysis, Home Health Pay Cuts Lower Than Expected

CMS has issued a final rule that would cut Medicare home health payments by 1.05 percent in calendar year 2014, less than the previously proposed 1.5 percent net reduction.

The reimbursement reduction reflects a 2.3 percent market basket increase, minus 2.73 percent in rebasing adjustments and 0.62 percent because of home health prospective payment system grouper refinements.

Freestanding home health agencies will experience a 1.1 percent drop in reimbursement, while facility-based agencies and non-profits will see anticipated pay cuts of 0.58 percent and 0.49 percent respectively, according to CMS.

Additionally, the agency released a final rule that will maintain overall Medicare payments to end-stage renal disease facilities at their current levels in calendar year 2014 and result in a 0.8 percent pay raise for hospital-based facilities.

CMS previously proposed a 9.3 percent reduction in overall ESRD facility payments. However, since then, the agency has decided to spread the drug utilization adjustment required by the American Taxpayer Relief Act of 2012 out over a three- to four-year period to minimize system disruption.
