Open enrollment began Nov. 1, 2016, and ended Jan. 31, with about 400,000 less signups than the 9.6 million reported last year.

“Those selections were made from a market that experienced a 25 percent increase over the previous year in the average premium for the benchmark second-lowest cost silver plan as well as a 28 percent decline in the number of issuers participating over the past year,” according to CMS.

Officials said 3 million of those who selected a plan through HealthCare.gov were new customers, representing 33 percent of all consumers. About 6.2 million consumers returned to the marketplace.

The numbers do not include plan selections from state-based marketplaces.
