Pennsylvania ACA exchange losing 1,000 enrollees daily after subsidies expire

Pennsylvania’s ACA marketplace, Pennie, is shedding roughly 1,000 members each day as premium costs jump following the expiration of enhanced subsidies, the Pennsylvania Capital-Star reported Jan. 8.

Pennie has lost at least 70,000 enrollees since November. Current enrollment sits between 465,000 and 472,000 people, down from a record 497,000 people enrolled in 2025, according to the report.

The exodus comes despite 90,000 people signing up during the initial open enrollment window. The state has also extended its open enrollment period to Feb. 1.

House lawmakers voted Jan. 8 to extend the subsidies for three years. Though the extension is not expected to pass in the Senate, a bipartisan group of senators are working on their own draft legislation that would extend the subsidies for two years. The Congressional Budget Office estimates about 4 million people will lose coverage without an extension as a majority of marketplace enrollees face rising premiums.
