Oklahoma to transition to state-based ACA marketplace

Oklahoma will transition away from the federal ACA marketplace platform and launch a state-based exchange for 2028 coverage.

Currently, 20 states and Washington, D.C. operate state-based exchanges, according to CMS.

Oklahoma residents will continue to use HealthCare.gov to enroll in health plans for 2026 and 2027 coverage. Beginning in November 2027, consumers will be able to shop for and enroll in plans for 2028 through the new state-based exchange.

The state’s insurance department also said it plans to pursue a Section 1332 waiver to establish a state reinsurance program beginning in 2028, aimed at stabilizing premiums and supporting insurer competition.
