The department negotiated down many of the insurers’ original requests. The average rate increase requested on individual plans was 18 percent, and the average rate increase requested on small group plans was 12 percent.
For individual plans on the state’s exchange, the highest rate increases are East Hills, N.Y.-based North Shore-LIJ CareConnect’s 29.2 percent and New York-based MetroPlus Health Plan’s 29.2 percent, followed by Minnetonka, Minn.-based UnitedHealthcare’s 28 percent. Albany-based Capital District Physicians’ Health Plan’s 13.9 percent increase ranks in the middle, and the lowest increases are New York-based Healthfirst’s 7.4 percent and Schenectady, N.Y.-based MVP Health Care’s 6 percent.
For small group plans on the state’s exchange, North Shore-LIJ CareConnect has the highest rate increase with 23.2 percent, followed by MetroPlus’ 18.8 percent. MVP Health has the lowest increase with 5 percent.
Off the state exchange, Middletown, N.Y.-based Crystal Run Health Plan will hike its individual rates 80.5 percent and its small group rates between 53.5 percent and 58.5 percent.
