AHIP supports HHS plan to call, text Medicaid enrollees

Redetermining Medicaid eligibility after the end of the COVID-19 public health emergency will require unprecedented effort, strain resources and create risks of coverage loss, America's Health Insurance Plans said in a May 17 letter to the Federal Communications Commission.

The health insurer lobby and trade group said in the letter that it strongly supports HHS and CMS' plan to call and text Medicaid enrollees regarding the need to update their contact information and respond to state requests for information.   

HHS and CMS are seeking confirmation from the FCC that their plan to call and text enrollees is permitted under the Telephone Consumer Protection Act. 

The three-phase outreach campaign will contact an individual six to eight times via text message or automated pre-recorded calls over an 18-month period, according to AHIP's letter. 

AHIP said the plan will provide more effective communication to alert enrollees. It also said, depending on the outcome, texts and calls may become a best practice for future renewal work.
