15 payers exiting Medicare Advantage markets in 2025

Many insurers have or will exit Medicare Advantage markets in 2025.

There are 3,719 Medicare Advantage plans available nationwide in 2025. The number of plans available to the average beneficiary is 42.

  1. Alignment Health is no longer offering Medicare Advantage plans in Florida for 2025.

  2. Trinity Health Plan of New England is no longer offering Medicare Advantage plans as of Jan. 1, 2025.
  3. Moda Health has discontinued all individual Medicare Advantage plans and is no longer offering MA plans in Oregon for 2025.

  4. Premera Blue Cross is not offering Medicare Advantage plans in 2025.
  5. MVP Health Care and University of Vermont Health are no longer offering their joint Medicare Advantage plan in Vermont in 2025.

  6. Cigna Healthcare is exiting Medicare Advantage markets or making service area reductions in eight states for 2025, affecting about 5,400 members. According to KFF, the company exited three counties in 2025.

  7. Southwestern Health Resources, based in Farmers Branch, Texas, is shutting down its Medicare Advantage plan, Care N' Care. 

  8. Centene exited 110 counties and entered 134 new counties in 2025, according to KFF.

  9. BCBS Arizona is no longer offering MA prescription drug plans in Arizona in 2025, Becker's confirmed.

  10. Clear Spring Health withdrew its Medicare Advantage prescription drug plans from South Carolina and Virginia, Becker's confirmed. The company still offers plans in Illinois, Georgia (MAPD), and Colorado.

  11. BCBS Kansas City exited the Medicare Advantage market at the end of 2024, citing increasing regulatory requirements and financial headwinds. 

  12. Aetna is bracing to lose up to 10% of its more than 4 million Medicare Advantage members in 2025 as it prioritizes profitability, executives said in May. According to KFF, the company exited 65 counties for 2025 and entered 87 new counties.

  13. Humana exited 70 counties and entered 12 new counties in 2025, according to KFF.

  14. UnitedHealthcare exited 38 counties and entered 42 new counties in 2025, according to KFF.

  15. Michigan Medicine in Ann Arbor is shutting down its health plan and will not offer Medicare Advantage after 2025.
